UK Could Have Had A Trillion Pound Oil Fund

The United Kingdom has officially established an Energy Wealth Fund, marking a significant shift after decades of debate over how the nation manages its natural resource revenues. Chancellor John Healey confirmed the launch of the fund on Wednesday alongside the approval of the Jackdaw gas platform. The initiative will begin with 2 billion pounds diverted from the existing National Wealth Fund.

While nations such as Norway and several Gulf states have utilized oil and gas revenues to build multi-trillion-dollar sovereign wealth funds, the UK has historically lacked a comparable national reserve. This discrepancy has gained renewed attention as the national debt recently surpassed the 3 trillion pound mark for the first time. It is an apposite question on the week when the national debt also hit £3tn for the first time.

New Treasury calculations now estimate that if the UK had systematically invested its 200 billion pounds in North Sea receipts since the 1980s—without making withdrawals and assuming growth rates similar to Norway’s—the country would possess a sovereign wealth fund worth approximately 1 trillion pounds today. Where exactly did the UK’s sovereign wealth fund go, if neighbouring Norway has amassed a $2.4tn war chest from the same North Sea. The trillion pound number comes from internal Treasury modelling.

Chancellor Healey highlighted this during the announcement, noting that current proceeds from oil and gas must be preserved for future generations. He described the failure to capture these gains earlier as a missed opportunity, asserting that a consistent investment strategy could have secured a substantial national asset.

Government insiders suggest that while the Treasury intends to adopt the principle of long-term investment demonstrated by the Norwegian model, it does not plan to replicate their specific structural approach wholesale. The focus remains on applying these lessons to modern energy projects to ensure long-term economic stability.
